In order for a foreign national to work in the U.S. legally you need a work permit. To get one you have to have skills that can not be found among U.S. citizens. Petrochemical engineer might qualify. Best to look at job sites like Glassdoor or indeed and apply to the companies with openings. If they are interested in hiring you they can make arrangements to get the appropriate permits.

a couple years late but that url is parked and for sale and i have lived in MN for my entire life and i have not been aware of a “Maxon Refinery” ever existing in Minnesota. A quick search reveals this scam warning… https://www.scamwarners.com/forum/viewtopic.php?p=340875

And when googling “Maxon Refinery” the first images of a refinery in the results are of the Flint Hills refinery (formerly Koch Refinery) in Rosemount, MN. It has never been named “Maxon”
